How Many Animals Are Euthanized Each Year – We’ve written before ( here and here ) about the high rate at which the animal rights organization People for Ethical Treatment of Animals (PETA) euthanizes the animals it houses at its “animal shelter” in Norfolk, Virginia. All public and private animal shelters and other animal rescue agencies in the Commonwealth of Virginia are required to submit an annual summary of their animal care records to the Virginia Department of Agriculture and Consumer Services (VDACS). PETA’s 2020 Report recently presented at VDACS reveals that PETA’s euthanasia rate still exceeds the average rate at which other shelters in Virginia euthanize animals.
The first two charts below were constructed from data presented by PETA in its 2019 and 2020 annual reports as submitted to VDACS, which are publicly available on the agency’s website. The report format requires the shelter to determine the number of different animals it housed during the calendar year and report what happened to them by group.
How Many Animals Are Euthanized Each Year
As the chart below shows, PETA continues to euthanize most of the dogs and cats it takes into custody.
No Kill Shelters Save Millions Of Unwanted Pets — But Not All Of Them
Additionally, PETA’s 2020 euthanasia rates for dogs, cats, dogs and cats combined, and all animals combined show little change from 2019 and continue to range between 57 and 73 percent:
More troubling, continuing a trend that has been evident for several years, is that the rate at which PETA euthanized dogs and cats in 2020 far exceeded the rate at which dogs and cats were euthanized by other Virginia shelters in 2020 .The three charts below compare PETA’s 2020 euthanasia rate for dogs, cats, and dogs and cats combined with the 2020 euthanasia rates for private shelters, public shelters, and all agencies combined in Virginia. Percentages are calculated from data reported by VDACS on its website.
Concurrent with the release of PETA’s 2020 VDACS report, a senior producer of PETA’s online news content attempted to defend PETA’s high death rate in an article for
Peta’s Euthanasia Rate — Part Ii
Titled “What PETA has to say about euthanized animals at its shelter.” This article largely recycled the arguments we looked at last November and found unconvincing, including PETA’s attempts to defend its euthanasia statistics with a handful of examples of animals having terminal illnesses beyond veterinary assistance or personality problems that make adoption impossible. No one could seriously dispute that euthanasia was the proper humane outcome of the examples PETA chose to rely on. But this is a small number of cases among the thousands of dogs and cats euthanized by PETA. And are these carefully selected examples really representative of the typical dog or cat that PETA rejects?
The article argues that the number of animals euthanized by PETA in 2020 (1,763) is “about 7%” of the “more than 26,000 animals PETA field workers helped in 2020.” But PETA doesn’t really explain what falls into the category of “helped” animals, and “helped” animals isn’t the relevant comparison to begin with. A relevant point of comparison is the fact that PETA took in 2,650 animals in 2020 and euthanized 67% of them (1,763). Were all the animals that PETA killed desperately ill or absolutely unadoptable? PETA doesn’t say. Nor does PETA offer any real explanation as to why its euthanasia rate dramatically exceeds the rates of other public shelters in Virginia, many of which are “open admissions,” as PETA puts it.
Interestingly, a recent Newsweek article verified the proposition, advanced in a series of tweets, that PETA is responsible for the deaths of thousands of animals.
Heartbreaking Animal Homelessness Statistics To Know In 2023
The article claims that PETA has “nothing to hide,” then PETA should directly state whether each of the 1,763 animals it euthanized in 2020 were beyond medical care and suffered unnecessarily or were unadoptable. If so, surely PETA can tell. If it is not, then PETA needs to explain why this is not the “needless killing” that PETA claims to be against.
Duane Morris executives share the knowledge of decades of experience representing companies and institutions that present or use animals or animal products. There is no central data reporting system for animal shelters and rescue organizations in the United States, and many states do not require reporting (
). So many national animal welfare organizations do their best to estimate the numbers. We have included some of these organizations and their ratings below.

The mission of the National Kitten Coalition is to increase the survival rates of rescued kittens. We know that many animal shelters do not have the resources and/or knowledge to specifically care for neonatal kittens; therefore, we believe that neonatal kittens or “bottle babies” are one of the most vulnerable populations in many animal shelters and are subsequently euthanized. Our vision is that all neonatal, sick and other at-risk kittens have the opportunity to grow and thrive through life-saving educational programs and positive partnerships between shelters, rescues, veterinarians and the public. We want to partner with shelters and rescues and help these frontline animal heroes with their life-saving efforts. We know that education, training, outreach and information sharing will bring us closer to our vision for the future, and we are proud to stand side by side with shelter and rescue staff and volunteers as we work to reduce ‘euthanasia in populations of kittens across the United States. Note: spaying and neutering is important! Remember that a female cat can produce three litters in a year, and the average number of kittens in a litter is four to six.

The numbers are staggering in America. The rate at which dogs and cats are confiscated is astronomical, which is no exaggeration. It is a fact. But the only way to discuss animal shelter statistics is to be honest and factual, and this article will do both.

There is no government oversight of shelter agency statistics reporting, so no one has exact numbers. The government will produce reports and talk about trends, but the real statistics are left in the hands of the shelters themselves and the people who care for them.
Fortunately, groups like Shelter Animals Count (SAC) have taken on the responsibility of organizing data collected from shelters. Now let’s dive into this topic… for the sake of the animals!
Why is it important to extract and organize data from animal shelters? Without it, we would have no idea how many animals live and die inside shelters. This information is essential to controlling and (hopefully) eliminating the need for animal shelters.

Definition: An animal shelter is a brick-and-mortar facility that houses lost, stray, abandoned, or surrendered animals (primarily cats and dogs). Know that the “pound” can also be called or known as a shelter for animals.
The word “pound” is historically the term used by farming communities when cattle were confiscated until they were claimed. These facilities are also known as “animal control”.
Nationally, not enough shelters are reporting data on their animals contributing to a problem of epic proportions. Fortunately, more information is being recorded than ever before.

Although these shelters are only the ones reporting, the ratio of animal shelters available for domestic dogs and cats is very unbalanced. “More shelters are needed” is an understatement.
This figure is derived from reports that institutions provide to humane societies and similar, which then create statistics of animal shelters.
“SAC’s population balance calculation (PBC) is the formula we use to determine if a shelter’s population is increasing, decreasing, or holding steady. It simply takes the total results divided by the total intake over a period of time. How much for January-June 2022, we are at a PBC of 94.2%.
